INTERNATIONAL STUDENT ADMISSION
(for foreign nationals and stateless persons)

The admission to the Kharkiv State Academy of Culture is granted on the basis of entrance examinations and in accordance with an agreement concluded between the administration of KhSAC and the applicant or another individual or legal entity; admission is also possible on the basis of interstate agreements with relevant letters from the Ministry of Education and Science of Ukraine.

Entry requirements:
• complete secondary education (for admission to Bachelor programmes);
• Bachelor degree (for admission to Master programmes);
• Master or Specialist degree (for admission to PhD programmes)
• satisfactory health condition.

Duration of study:
- Preparatory course (Pre-university training) - 10 months;
- Bachelor programme - 3 years 10 months;
- Master programme - 1 year 5 months;
- PhD programme - 4 years.

Applying for admission please submit the following documents:
1) an application in paper form;
2) a document (original and its copy) about the previously obtained educational level on the basis of which the admission is made;
3) appendix (original and its copy) to the document on the previously obtained educational level, on the basis of which the admission is made (if any);
4) academic certificate issued by a foreign / Ukrainian institution of higher education (in case of transfer or renewal to study, starting from the second year, an academic certificate is attached);
5) the original and a copy of the document, which contains information about the content of the curriculum at the previous level (level) of higher education, credits, duration of study and academic performance (if this information is absent in the appendix to the document on education), upon admission to obtain a master's degree or postgraduate education, if the lack of this information makes it impossible to recognize the qualification of the document;
6) a copy of a foreigner’ passport;
7) health insurance policy, unless otherwise is provided by international agreements of Ukraine;
8) 8 photographs measuring 30 x 40 mm;
9) a copy of the certificate of a foreign Ukrainian (if any);
10) a research proposal in the chosen scientific speciality or a list of published scientific works and inventions in Ukrainian or English (upon admission to postgraduate studies) certified in accordance with the established procedure at the candidate's place of work / study. The documents specified in subparagraphs 1-5 of this paragraph must have a notarized translation into Ukrainian. The documents referred to in subparagraphs 1-4 of this paragraph must be certified in the country of issue in the manner officially used in that country for such certification, and legalized by the relevant foreign institution of Ukraine, unless otherwise is provided by international treaties of Ukraine.

Peculiarities of foreigners’ and stateless persons’ admission to study at Kharkiv State Academy of Culture

The documents mentioned in items 2- 4 should be certified in accordance with the legislation of the country of issue, translated into Ukrainian and legalized in the manner prescribed by the state authorities of Ukraine, unless otherwise provided by international agreements of Ukraine.

Extract of Admission Regulations to the Kharkiv State Academy of Culture in 2019.

1. Admission of foreigners and stateless persons to study at Kharkiv State Academy of Culture (KhSAC) is carried out according to the Laws of Ukraine “On Higher Education”, “On the Legal Status of Foreigners and Stateless Persons”, “On Ukrainians Abroad”, “On Refugees and Persons in Need of Additional or of temporary protection", Decree of the President of Ukraine dated June 3, 1994 № 271 "On measures to develop economic cooperation of Ukraine regions with the adjacent regions of the Republic of Belarus and administrative-territorial units of the Republic of Moldova", Resolution of the Cabinet of Ministers of Ukraine dated September 11, 2013 № 684 “Some issues for recruitment of foreigners and stateless persons”, by order of the Ministry of Education and Science of Ukraine dated November 1, 2013 № 1541 “Some issues of recruitment and training (internship) of foreigners and stateless persons”, registered in the Ministry of Justice of Ukraine on November 25, 2013, № 2004/24536 (as amended by the order of the Ministry of Education and Science of Ukraine dated December 11, 2015 № 1272), the order of the Ministry of Education and Science of Ukraine dated October 12, 2020 № 1265 "On approval of changes to the Procedure for recruitment and training (internship) of foreigners and stateless persons", registered in the Ministry of Justice of Ukraine on October 28, 2020, № 1058 / 35341.

2. Foreigners and stateless persons (hereinafter - foreigners) may obtain higher education at the expense of individuals and/or legal entities, unless otherwise provided by international treaties of Ukraine, consent to be binding of which is approved by the Verkhovna Rada of Ukraine, legislation or agreements on international academic mobility between higher education institutions.
Admission of foreigners to study at KhSAC at the expense of the state budget is carried out within the quotas for foreigners (except for foreigners and stateless persons, including foreign Ukrainians permanently residing in Ukraine, persons recognized as refugees and persons in need of additional protection).
Admission of foreign citizens and stateless persons to study is carried out on the accredited educational programs.

3. Foreigners arriving in Ukraine to study, enter KhSAC based according to the results of the assessment / review of foreigners’ and stateless persons’ documents submitted according to the Procedure for organizing recruitment and training (internship), approved by the order of the Ministry of Education and Science of Ukraine dated November 1, 2013 № 1541 (as amended by the order of the Ministry of Education and Science of Ukraine dated December 11, 2015 № 1272, as amended according to the order of the Ministry of Education and Science of Ukraine dated August 11, 2017 № 1167, registered in the Ministry of Justice of Ukraine on September 06, 2017, № 1097/30965, with changes, according to the order of the Ministry of Education and Science of Ukraine dated October 12, 2020 № 1265 "On approval of changes to the Procedure for recruitment and training (internship) of foreigners and stateless persons", registered in the Ministry of Justice of Ukraine on October 28, 2020 for № 1058 / 35341) documents and entrance examinations (entrance examinations or creative competition) in certain subjects and language of instruction, and on the basis of academic rights to continue education, provided by the document about the level of education in the country of origin, and with the account of scores that give the right to continue education at the next level of higher education according to the legislation of the country that issued the document.

4. KhSAC carries out enrollment of entrants from among foreigners to study at the expense of individuals and / or legal entities:
1) twice a year, before and at the beginning of academic semesters (not later than November 1 and April 15, respectively) for obtaining bachelor's and master's degrees;
2) during the year for postgraduate studies.
KhSAC calculates the points / grades of the entrant based on the document about the previous level of education and sets the minimum required for admission number of points / grades obtained during the entrance exams in general education subjects.
Enrollment of foreigners to study for bachelor's degree is based on the results of entrance examinations (entrance exams or creativity competition):

And on the basis of academic rights to continue education, provided by the document about the level of education in the country of origin, with the account of scores that give the right to continue education at the next level of higher education according to the legislation of the country that issued the document on the obtained degree (level) of education.
Enrollment of foreigners to obtain a bachelor's degree is carried out as far as the entrance examinations are passed from February 1, 2021 to April 15, 2021 and from July 1, 2021 to November 1, 2021.

Enrollment of foreigners for a master's degree is based on the results of entrance examinations (entrance exams or creativity competition) in the professional subject and language of instruction, and on the basis of academic rights to continue education, provided by the document about the level of education in the country of origin. Academic achievements that give the right to continue education at the next level of higher education in accordance with the legislation of the country that issued the document on the degree (level) of education. Enrollment of foreigners to obtain a master's degree is carried out as the entrance examinations are passed from February 1, 2021 to April 15, 2021 and from July 1, 2021 to November 1, 2021.

6. Those foreigners who have higher education (educational qualification level of a specialist or a master's degree) and speak the language of instruction at a sufficient level are admitted to the graduate school of the Academy. Foreign citizens are enrolled in postgraduate studies at KhSAC over the year based on the results of entrance exams in the specialty (in the scope of the curriculum for a specialist or master), which corresponds to their chosen scientific speciality and the language of instruction, and on the basis of academic rights provided by the education obtained in the country of origin with the account of scores that give the right to continue education at the next level of higher education according to the laws of the country that issued the document about the degree (level) of education. Enrollment of foreigners to a graduate school is carried out as the entrance exams are passed.

7. All categories of foreigners entering education are enrolled in KhSAC on the basis of orders about enrollment. A certificate generated in EDEBO confirms the fact of training at postgraduate studies.

8. The requirements of KhSAC regarding the compliance of entrants from among foreigners who came to Ukraine to study, the conditions of admission to the relevant levels of higher education, as well as the deadlines for applications and documents, entrance exams, creativity competitions and enrollment, are specified in the Admission Rules and official website of the Academy (www.ic.ac.kharkov.ua).

9. Applications and documents are accepted from foreigners for bachelor's and master's degrees from February 1, 2021 to April 15, 2021 and from July 1, 2021 to November 1, 2021, for postgraduate studies during the year.

10. Foreigners, who receive state scholarships under international agreements, national programs, and other international obligations of Ukraine, are accepted for training within the established quotas for foreigners based on the directions from the Ministry of Education and Science of Ukraine.

11. Foreigners who receive state scholarships under international treaties, national programs, and other international obligations of Ukraine are admitted to study within the established quotas for foreigners on the basis of directions from the Ministry of Education and Science of Ukraine.

12. Foreigners arriving in Ukraine to participate in academic mobility programs or obtain higher education according to educational programs agreed between Kharkiv State Academy of Culture and a foreign higher education institution, are admitted to study with the account of the relevant contractual obligations of the relevant higher education institutions.

13. Foreign Ukrainians who are legally present in Ukraine and whose status is certified by the certificate of a foreign Ukrainian, upon entering KhSAC enjoy the same rights to education as citizens of Ukraine, except as provided by the Constitution of Ukraine, laws of Ukraine or international treaties, consent which are binding on the Verkhovna Rada of Ukraine. Foreign Ukrainians, whose status is certified by a certificate of a foreign Ukrainian (except for persons permanently residing in Ukraine), can enroll in state-ordered education within the established quotas for foreigners after the interview in subjects provided by the Admission Rules.

Foreigners and stateless persons, including foreign Ukrainians permanently residing in Ukraine, persons recognized as refugees, and persons in need of additional protection, have the right to receive higher education on an equal footing with the citizens of Ukraine, including at the expense of the state budget.
